Brazil to End US Spying on its Soil
One can understand the reason for indignation of the Brazilian government when Edward Snowden’s revelations made come into the open the data proving that the United States is involved in pervasive electronic and human intelligence efforts against Brazil. President Dilma Rousseff and her government find it hard it reconcile with the fact that during many years actually all military and oil industry related secrets were known to the chief regional rival, or, to put it plainly, the only real opponent of Brazil in the Western Hemisphere.

Shannon left the country with disgrace without even fully wrapping up the traditional «farewell» round of events. As it is normally done in such cases, the US intelligence community personnel intensified the work with local information sources in view the Brazilian Intelligence Agency (Abin) and other power structure are intent to show who calls the shots in the country .

Corporate information – often of high economic and even strategic value – was at the center of espionage activity. Also, Brazilian diplomatic missions, among them the Permanent Mission to the United Nations and the Office of the President of the Republic itself, had their communications intercepted. Tampering in such a manner in the affairs of other countries is a breach of International Law and is an affront to the principles that must guide the relations among them, especially among friendly nations. A sovereign nation can never establish itself to the detriment of another sovereign nation. The right to safety of citizens of one country can never be guaranteed by violating fundamental human rights of citizens of another country. The arguments that the illegal interception of information and data aims at protecting nations against terrorism cannot be sustained». She also proposed an international framework for governing the internet and said Brazil would adopt legislation and technology to protect it from illegal interception of communications, «Information and telecommunication technologies cannot be the new battlefield between states. Time is ripe to create the conditions to prevent cyberspace from being used as a weapon of war, through espionage, sabotage, and attacks against systems and infrastructure of other countries», Rousseff said.

Brazilians are already engaged in talks with their Latin Americans that find the fact of US surveillance efforts aimed against them totally unacceptable. The fact that the United States snoops on politicians, big business leaders, military top brass and national special services personnel to take avail of acquired opportunities to blackmail them evokes common indignation among the Latin America elite ranks. That is exactly why Dilma Rousseff announced that steps to be taken to introduce appropriate laws that envision punitive measures for such crimes and the measures adopted for enhancing the protective technologies to effectively prevent the intrusion aimed at illegal collection of information.

Evo Morales, the President of Bolivia, used the podium of United Nations General Assembly to support the President of Brazil. His fight against US special services goes back in time. Ever since he became President, the US Central Intelligence Agency, the military intelligence, the Drug Enforcement Administration tried to undermine the position of the Bolivian leader applying efforts to create for him an image of ‘drug trafficking patron» and «Indian drug baron». Criticizing Obama Morales sounded unambiguously; he accused the United States President of being cynical when talking about freedom, justice and peace. According to him, Obama sounds like a master of the world. But no one rules it, and every country is sovereign and has its own dignity. He further described the American President as a «criminal» who willingly violates international law and intrudes into internal affairs of other states. The Bolivian President emphasized that the Empire calls for fight against terrorism but in reality pursues quite different goals. It resorts to different methods of pressure, pursuit and snooping. The fight against terrorism is just an excuse the US resorts to so that it could establish control over oil flows and promote its geopolitical interests. He noted that the United States provides funds for rebel movements and opposition in other countries. The Bolivian leader reminded that after the US Ambassador and the USAID were expelled from his country, Bolivia has become much more stable politically.

According to observer’s expectations, something similar is going to be heard while other Latin America leaders address the United Nations General Assembly. The US special services have left their bloody traces everywhere on the continent from Mexico to Chili. Ecuador, Nicaragua, Cuba, Venezuela, Argentina… Brazil will not be alone in its confrontation with its merciless and unscrupulous adversary.
