Venezuela Deepens Latin American Integration

January 19, 2008
In order to deepen the Latin American integration, the President of the Bolivarian Republic of Venezuela, Hugo Chávez, toured Central America, specifically Guatemala, Honduras and Nicaragua. Strengthening Petrocaribe and ratifying different ALBA agreements embody the progress of the new multipolar world in Latin America.

President Hugo Chávez visited Guatemala on the occasion of the President-elect Álvaro Colom’s takeover.

As he arrived in Ciudad de Guatemala, the Venezuelan president assured that Caracas expects to develop cooperation, especially in the energy field.

President Chávez stressed: “Guatemala is a country I love. I love this land and this people.”

He congratulated Guatemalans on behalf of the Venezuelan people. “I bring you congratulations from the Venezuelan people. You will count on our friendship, brotherhood and Venezuela’s will to work together.”

In Guatemala, President Chávez held a bilateral meeting with his counterpart Álvaro Colom before Colom’s swearing in ceremony. This meeting was also attended by the Venezuelan Ambassador to Guatemala, Jenny Figueredo Frías; the Venezuelan Foreign Affairs Minister, Nicolás Maduro; PDVSA’s Vice-president, Asdrúbal Chávez; the President’s Office Minister, Jesse Chacón, and their Guatemalan counterparts.

Encounter with Mexico’s President

When attending Álvaro Colom’s swearing in ceremony as Guatemala’s President, President Chávez talked to the Mexican President, Felipe Calderon for a few minutes. The Venezuelan president said that he ratified the Mexican president Venezuela’s friendship with Mexico.

Venezuela and France work to achieve a Humanitarian Agreement

While in Guatemala, President Chávez also met with French government’s representative Rama Yade to evaluate different formulas and alternatives to achieve a humanitarian solution to Colombia’s conflict.

During the meeting, the Venezuelan president received a letter from his French counterpart Nicolás Sarkozy, who thanked him for his mediation with the Revolutionary Armed Forces of Colombia (FARC).

After this meeting, President Chávez urged the world’s countries to seek peace. “Veenzuela is willing to help. I still urge the governments of the world to help Colombia, it is a brother, heroic and beautiful country, which I love,” he highlighted

Petrocaribe open its doors to Honduras

On the occasion of his visit to Central America, President Chávez visited Tegucigalpa, Hondura’s capital city.

He paid this visit as the Honduras’ President, José Manuel Zelaya Rosales, had extended him an invitation on December 10, 2007, when they both attended Argentinean President Christina Kirchner’s swearing in ceremony.

The Venezuelan president met with his Honduran counterpart and then they both offered a press conference to announce that Petrocaribe would provide Honduras with 20,000 oil barrels for power generation.

President Hugo Chávez explained that this energy proposal results from the cooperation mechanisms promoted by Venezuela in order to support the countries of the world, especially the weakest ones. “The goal is to consolidate a platform providing the Latin American people with security in the XXI century.”

Forgiving Debt

During his visit to Honduras, Chavez announced that on December 27 of last year, Venezuela forgave Hondurass entire debt to Venezuela, of $30 million, which it has owed since the 1980s. "We would be insensitive if we were to demand repayment for this debt," said Chavez.

As the press conference ended, the Venezuelan president invited his Honduran counterpart to visit Caracas in order to further expand cooperation agreements. “For many years we have not seen each other’s face. It’s time to come closer and fulfill Morazán’s and Bolívar’s dreams,” he said.

Venezuela and Nicaragua strengthen the Latin American integration

President Hugo Chávez arrived in Managua, Nicaragua’s capital city, from Honduras, on an official visit to review the progress of bilateral relations and agreements.

The Venezuelan president attended a conference with Nicaragua’s agricultural producers and businessmen, who made a detailed presentation about the products they grow in Nicaragua and requested the Venezuelan government support in the technological and financial fields within the framework of the Bolivarian Alternative for the Peoples of our America (ALBA in Spanish).

Likewise, Nicaragua’s president Daniel Ortega stressed that they need to move forward towards the consolidation of what he called “a new productive model” in order to make progress regarding the South American nation’s interdependence. In this regard, he said: “This goes beyond integration; it means unity or death for the Latin American people.”

Venezuela provides energy support

During the meeting with Nicaraguan producers and businessmen, President Chávez announced that additional 120 MW electric power generators will be arriving this year. In total, they will produce 240 MW in order to generate electricity in Nicaragua. "The Nicaraguan people need to know that all the resources that they need for the whole of this century are in Venezuela and we are putting them at their disposal," he stated.

“We are called to turn Central America, South America and the Caribbean into a real world power. We would be condemned to misery, backwardness and dependence if separated. A change of time is rising on the horizon. Let’s not miss the opportunity of moving towards a different world,” highlighted President Chávez.

Venezuela is building a refinery in Nicaragua tom process 150,000 oil barrels. In March, 2007, a Memorandum of Understanding was endorsed in order to build this refinery, a project that “has no conditions and is not poisoned. The only condition is the construction of Bolívar’s and Sandino’s Big Homeland,” explained the Venezuelan President.
