Manuel Rosales, the sole candidate from the majority of the opposition parties and movements, has produced the social and economic program of the future government.

The main «crux» of the program has become the so called «Mi Negra debit card», by means of which Rosales is going to distribute the fifth part of the country's petroleum profit between the Venezuelans. This step will enable many of them to improve their material well being.

First of all such card will be given to the unemployed: every month they will get a minimum pay (today it is 238 USD) till the developing economy provides them with working place.

Special attention will be paid to the «long-suffering» middle class and los sectores populares, which, every month, will receive the equivalent of 270-450 USD depending on the oil price.

Rosales has assured that implementation of the «Mi Negra card» will need much less resources than at present is «handed out abroad». According to him, it is for the first time in more than hundred years of oil production in Venezuela, all the residents of the country will get access to the main treasure of the country.

The candidate to the presidency has promised to considerably reduce or completely remove the value added tax.

Manuel Rosales has demonstrated his identity card in a very spectacular way and declared that under his government that document, but not the party membership, will be the main pledge for success of the Venezuelans.

On December 3, sixteen million Venezuelans will elect a new president for the period from 2007 to 2013. The August polls are so far in favor of the acting president: Hugo Chavez – 48-70%; Manuel Rosales – 11-25%, which is much more than at any other registered candidates.
