The President of Venezuela Hugo Chavez received in the Miraflores Palace the US republican senator Arlen Specter and the US Ambassador to Venezuela William Brownfield. The meeting lasted almost two hours.

It is worth mentioning that only the senator was invited to the meeting in the Palace. But just before the appointed time the US ambassador unexpectedly appeared in the reception room of the President. When Chavez learned it, he invited both of them to the office and immediately underlined the “difference” in approach of Caracas and Washington to bilateral relations, meaning the fact, that the Venezuelan ambassador to the USA Bernardo Alvarez has never been received either by the State Secretary or the President.

At the meeting with Chavez the US senator confirmed the proposals made by him earlier at the meeting with the Foreign minister Ali Rodriguez and Home minister Jesse Chacon on increase of investments of the USA into the petroleum industry of Venezuela.

«We are ready to invest billions of dollars into development of new deposits. It will give to Venezuela the chance of more successful development, and the United States will obtain the needed by them resources,” said Specter. He also expressed hope for normalisation of relations between the both countries.

Hugo Chavez used to declare more than once that his country would do everything to improve relations with the USA. However, according to Chavez, the present US government is not striving to establish a dialogue with Venezuela, although, as he says, despite the differences the sides have a chance to establish a productive dialogue.

So, at the recent meeting with American industrialists Chavez specially underlined that change of the foreign course of the USA towards Venezuela would have changed the situation not only at the Latin American continent but in the whole world as well.

Venezuela is a member of OPEC and daily exports to the USA 1.2 billion of barrels of oil, that makes 70% of all production. And the USA is the main trading partner for Venezuela. In particular, in the course of business forum the US and Venezuelan industrialists concluded contracts to the amount exceeding half a billion dollars.

Relations between the USA and Venezuela deteriorated six years ago in 1999, when Hugo Chavez, who is accused by the USA in authoritarianism, totalitarism and other antidemocratic sins, was elected the President of Venezuela. In his turn, Hugo Chavez used to accuse the US more than once in interference in internal affairs of the country, including the abortive conspiracy on 11-13 April 2002. Chavez has no doubts that the US do all they can to isolate Venezuela at the international arena, especially in Latin America.

Chavez used to threaten to stop supplying oil to the US, if Washington attempts to invade his country. The Southern Command of the USA diligently denied these suspicions, but, without a doubt, keeps an eye on Venezuela, by increasing its military presence in the region. Chavez, strengthening his national armed forces in return, peacefully underlines that Venezuela shall remain the reliable supplier of “black gold”, until the USA reveal the signs of aggression.

At the meeting at Miraflores they, of course, touched upon the subject of activity of the US Drug Enforcement Agency (DEA). The senator made to understand that his country “was interested in joint struggle with this evil, and only in mutual cooperation the success could be achieved”. Chavez confirmed the readiness of Venezuela to “keep the relations of cooperation”, but on condition that it would not affect the sovereignty of the country, that constitution and the laws of the country would be respected.

And meanwhile, the US Defence minister D. Ramsfeld, touring a number of countries of the region, declared in Peru that Cuba and Venezuela heated up social discontent in Bolivia, that lead to retirement of the Presidents Gonzalo Sanchez de Lozada and Carlos Mesa.

Previously Pentagon “exposed” Cuba and Venezuela in “illegal export of revolutions”. According to the assistant in western hemisphere to Defence minister deputy Roger Pardo-Mauer «Cuba and Venezuela prepare the series of state coups around all Latin America”. Bolivia is registered number one in this list. As Pardo-Mauer said, «it is not a secret to anybody» that the Venezuelan president “renders financial and ideological support” to the Bolivian opposition headed by deputy Evo Morales - leader of the of Movement to socialism party.

The United States at every convenient occasion also accuse Venezuela in support of Colombian rebels. High-ranking representative of the American State department Nicolas Burns has directly stated, that “by supplying the armaments to left groupings, Caracas destabilises the situation at the border with Colombia”.

Groundlessness of all these statements causes no doubts. The Americans failed to produce any exact facts of assistance to guerillas and preparation of revolutions on the continent.

Chavez even said in this respect that if the “proof” is found, it will be as false as the one used by Washington for invading Iraq.

But petroleum needs must when the devil drives. The United States must have decided to resort to dialog with “Caribbean petroleum despot”. And one must be in a hurry, because there is a great demand in Venezuelan oil. You are late – and you are whipping the cat!
